The Seaside School District 10 School Board voted unanimously on Feb. 25, 2026, to conduct an in‑house recruitment and employment process for its next superintendent. Board member Brian Taylor moved the action, which carried 6‑0.
"I move to use an in‑house recruitment and employment process to hire our next Superintendent," Brian Taylor said when making the motion. The vote followed discussion of options including hiring an outside consultant and running a state or national search.
Board members said transparency and staff involvement should guide the search design. Superintendent Susan Penrod, who spoke during the discussion, said she is willing to remain past Aug. 30 if the board wants continuity while the district transitions to a new leader.
The board also moved to form a hiring committee for the search. Jason Haag nominated board member Katherine Davidson to lead the committee and specified members Shannon Swedenborg, Sondra Gomez and Jason Haag; that motion also passed 6‑0. The committee is charged with beginning development of the process and advising the board on next steps.
The board packet referenced existing board policy on superintendent qualifications and recruitment (Board policies CBA and CBB) and included materials from prior searches (2016 recruiter materials and 2019 in‑house materials) and several consultant proposals for reference. The board’s decision to proceed internally followed public comment urging inclusion of staff and internal candidates.
