Council hears addendum request as cul-de-sac development expenses exceed earlier estimate

Staff brought an addendum to a development agreement for a cul-de-sac project, saying expenses had surpassed prior thresholds and the city would need to contribute additional funds to complete connections and street work. Council members asked for clarification about remaining wire connections, road patching and the timing to avoid winter patch problems.
