Select Board adopts bond authorization and moves ahead on municipal complex design work

The Fryeburg Select Board took several coordinated steps on July 23 to advance planning for a new municipal complex, including adopting a resolution to authorize the issuance of up to $8,500,000 in general obligation bonds in the form presented and authorizing preliminary design work.

Greg Huang-Dale moved that the resolution authorizing issuance of $8,500,000 in general obligation bonds for a new municipal complex be adopted in the form presented and filed with the minutes; the motion passed unanimously. Jim Tyrrell clarified that adopting the form of the resolution authorizes the board to proceed with the bond process but does not obligate the town to finalize a bond sale. A board member asked about the potential to phase multiple bond sales; Town employee Katie Haley said multiple sales would increase overall costs.

The board also reviewed and approved an AIA Document Standard Form of Agreement between the Town and Port City (architect), authorizing the Town Manager to sign the document. Separately, the board accepted Bliss & Associates’ proposal to design sewerage disposal for the municipal complex, waiving a purchasing-policy requirement and citing Bliss's local experience and a low estimate as justification. These approvals are framed as steps to secure engineering and cost estimates and to keep the project within budget parameters.
