Planning board recommends vacating rights‑of‑way for Dayspring Cottages

The Hilliard Planning & Zoning Board voted to recommend that the town council approve an ordinance to vacate rights‑of‑way for property known as Dayspring Cottages, application 20260417Point1.

Courtney Gabriel, attorney for Dayspring Property Services LLC, told the board the appraisal for the areas proposed to be vacated has been completed and paid for by the applicant. "The appraised value of, in its per square foot of the areas to be vacated are 37,300, and so that has been paid by Dayspring as part of the application fee," Gabriel said. Staff confirmed publication and notice costs will be covered from the applicant's deposit.

Staff described the vacate process as a six‑meeting sequence; this was the board's fourth meeting on the application. Staff said the item will appear on the town council agenda for a first reading on June 4, after which the council will schedule the required public hearing and final reading. A board member moved to recommend approval and members voted in favor; the board recorded affirmative roll‑call votes and the recommendation will advance to the council.

The board did not adopt any final ordinance at this meeting. Staff noted adjoining property owners must sign required affidavits and that outstanding survey revisions and recording processes will be completed during later meetings in the vacate sequence.
