Residents raise IPMC, infrastructure and service concerns during public comment

During public comment, residents raised a range of matters from infrastructure and signage to strong objections to the proposed IPMC and praise for city services.

Jim Fields detailed multiple infrastructure concerns — worn street markings, a missing street sign, a street collapse near Sam’s Club, odor at the sewage plant, trees needing trimming, and questioned an incident of people being dropped off by a police cruiser at Whataburger. Andy Hunzicker and Michael Torigiain expressed opposition to the IPMC over concerns about roof and weather-stripping standards and about enforcement authority; Torigiain asked that adoption be postponed pending a full BBOAA review. Rachel Price asked about fines, pilot programs, warnings before fines, and whether a citizen review board could be used. Mike O’Kelley defended the Building Board of Adjustment and Appeals’ (BBOAA) thorough review and long service. Ashley Brown thanked emergency responders and described the city manager’s grant record. Curtis Haverty urged the council to stick to strategic policy roles and allow the city manager to manage operations. Kimberlee Henao presented historical remarks about the city.

Speakers asked for clearer codification of enforcement assurances, phased rollouts or pilot approaches, and resident engagement before enforcement changes take effect. Council and staff responded to some points and encouraged follow-up with Community Development staff.
