Councilor objects to language letting mayor extend multi‑year health‑insurance contract

Council members debated a resolution tied to the city's health‑insurance RFP that, as drafted, would authorize the mayor to execute the contract and any necessary related documents and permit up to two additional one‑year extensions.

Councilman Lefredo said that provision effectively "cuts the council out from the process" on future appropriations and reduces checks and balances for large, multi‑year expenditures. "Proper checks and balances gets eliminated," he said during the question period.

Procurement staff explained that the RFP was written with a three‑year base term and an option for two additional one‑year extensions because longer initial terms with limited extensions yield better market responses and pricing. "The RFP was for 3 years, contract with an option for 2 additional years, 1 year extensions," staff said. Staff also said the resolution language reflects that drafting and that the office of general counsel worked on the resolution.

Council members requested clarification on whether vendors were put on notice when they bid that extensions could be authorized by the mayor's office and asked staff to bring back language and process details.
