Officials highlight stormwater, drainage and gaps from past development agreements

Chair (Speaker 4) stressed that stormwater and drainage are different issues that both contribute to road deterioration: "Stormwater is the quality of the water, and drainage is the flow of water." The Chair connected past road failures to insufficient drainage and stormwater controls and asked staff to ensure the audit examines stormwater matters.

The Chair and staff said historical development in Pueblo West frequently lacked development agreements, so developers did not contribute to infrastructure impacted by growth. "Historically, it was just build, and then there was nothing contributed by those developers to the infrastructure that they certainly impacted," the Chair said. Staff and Chair said planning and building departments are now working to institute development agreements so new projects are accountable for impacts.

Participants emphasized documenting past work and publicizing completed projects to improve public understanding; the Chair cited recently repaved Boyera as an example of work residents might not notice without better communication. No regulatory enforcement or formal amendments to development policy were adopted at the meeting.
