Summit planning board hears traffic and loading revisions for 190 River Road housing project

The City of Summit Planning Board heard technical traffic and circulation testimony on Aug. 17 for a proposed 198‑unit multifamily building at 190 River Road. Applicant witnesses presented revised exhibits showing a widened 12x60 loading zone and a fire‑truck turning path; the applicant and its traffic engineer said the change was made in response to board and public comments.

Traffic engineer Craig Paraguay said the updated circulation exhibit demonstrates how a fire truck can swing past two parked delivery vehicles and that the loading zone now meets the municipal 12x60 requirement. He also presented an independent traffic impact analysis based on weekday counts and ITE trip‑generation rates that estimated the proposed residential use would generate about 75 peak‑hour trips (75 a.m., 74 p.m.). Paraguay said those volumes keep the nearby signalized intersections operating at level‑of‑service B–C with and without the project and are under the New Jersey Department of Transportation's 100‑trip threshold for a 'significant' impact.

"It now meets that requirement," Paraguay said of the loading zone, and later added that the intersections he modeled "operate at a level of service B or C with or without this project." The board accepted the updated exhibits (marked in tonight's record) but asked the applicant to provide additional exhibits showing the shuttle route and a circulation plan for service and delivery vehicles. The hearing was continued to Sept. 28, 2026 for follow‑up filings and for the board engineer to review the revised material.
