Perrigo planning commission approves conditional-use permit for JD Rounding’s home-based contracting business

The Perrigo Town Planning Commission on Aug. 18 approved a conditional use permit allowing JD Rounding to operate a home-based contracting business out of his residence. The commission voted in favor with the three members present; the Chair confirmed the permit was approved.

"Basically, I need it for insurance purposes," Applicant JD Rounding said when describing why he sought the permit, and he told commissioners the work consists largely of consulting, running errands and managing bookwork by phone rather than serving customers at the house. Commissioners repeatedly noted the applicant’s assertion that the business would not generate new customer traffic at the residence.

Commissioners discussed operational details, including occasional sewing work handled by the applicant’s spouse, and a requirement that off-street parking be provided for customers if customers were to visit the site. The commission also outlined fees associated with approval: a $15 business license plus a $25 conditional-use application fee, for a total of $40. Staff said the permit will be formally attested by municipal signatures (referenced in the meeting as requiring signature by Jane McClure and the mayor) before the license is issued. The applicant said he would pick up the license promptly to meet an imminent deadline.

The approval came after commissioners confirmed a voting quorum of three members. No formal conditions beyond the standard parking and licensing requirements were recorded in the meeting transcript.
