Ernie Graham of ELA Sports told the board that building a track and athletic field at the proposed site is allowed under existing zoning, but the parcel lies in a floodzone (not a floodway) and requires a No Rise Certification before permitting can proceed. Graham estimated the No Rise Certification would cost $18,000–$22,000 and take six to ten weeks; engineering, design and floodplain permitting were estimated at $90,000–$110,000, with agency review and application costs of $15,000–$20,000.
Graham cautioned that any accessory improvements—fencing, bleachers or grandstands, concession stands, scoreboards or restrooms—would likely require a zoning variance, which, if denied, could be appealed and add further time and cost. The board did not take an immediate vote on project authorization; discussion focused on budget impacts and permitting timelines and the district will need to decide which scope (track/field only versus full complex) it wants to pursue before committing to the permitting schedule and costs.
