Middlesex County approves FY2027–2031 Capital Improvements Plan; plan framed as advisory

County staff presented the Middlesex County FY2027–2031 Capital Improvements Plan as an advisory planning tool designed to guide capital facilities decisions over the next five years. "The Middlesex County capital improvements plan is strictly advisory," said Mr. Cretz, the county presenter, noting the plan "is intended for use as a capital facilities planning document and is not a request for funding allocations or a county capital budget."

The plan incorporates the planning commission’s recommendation (a 7–0 vote with four members absent) to add operating-cost impacts to each project overview, and staff told the board those changes have been included in the version before supervisors. Board members asked procedural and technical questions about how scoring and asset inventories align with the county’s new asset-management work; staff described the CIP scoring criteria and said the document will improve year over year.

No members of the public spoke during the hearing on the CIP. After brief board discussion the chair called for a motion; Mr. Jesse moved to approve the CIP and Mr. Kittinden seconded. The board approved the plan on a roll-call vote with four supervisors voting yes and one supervisor, Mr. Bill Harris, voting no. The board and staff emphasized the plan is a planning aid and that budget allocations remain a separate decision the board will make during the annual budget process.
