Superintendent Eric told the board that the governor’s executive order requires districts to provide the same amount of instructional time as in the 2024–25 school year and that Division 22 regulations set hour marks per grade band (for example, 900 hours for K–8). He said 2024–25 was a 173-instruction-day year for some districts and that districts must now reconcile calendars and minute counts to meet the requirement.
Eric described possible district responses, including adding minutes to the school day (for example, 10 minutes) or changing what minutes count toward instructional time. He said some districts may have to reopen contracted schedules while Milton-Freewater expects to avoid most reopenings for small adjustments. He told the board he will return with a detailed plan at the June board meeting after analyzing minute-by-minute options with principals to avoid adding days where possible.
Board members asked whether changes would require reopening collective bargaining; Eric said the district is reviewing options and aims to limit contract reopenings because even small changes can affect transportation and other operations.
