Committee members reviewed individual grant lines and their staffing implications, highlighting Title I increases and the variable nature of Measure 98 funding.
A presenter said Title I "did have about six staff in it. Now, it's up to nine because our Title I grant increased to a little over a million dollars," and noted that because the district’s eligibility data can spike, Title I funding has shown three spikes in the past 12–15 years. The presenter added that Measure 98 and SIA are tied to enrollment and will fluctuate as high-school enrollment changes.
The presenter cautioned that those spikes are based on multi-year-old data and that relying on a temporary surge risks staffing instability; the district therefore prefers to budget on a lower baseline for longer-term planning.
