Mayor outlines how Enon ordinances and zoning changes are made

The mayor of Enon told the legislative committee how ordinances and zoning amendments are processed in the village, contrasting a three-reading ordinance track with the planning-commission route for zoning changes.

The mayor said ordinances already on the books typically move through three readings with public input and require four council votes to pass and become effective in 30 days. "Those type of ordinances are are generally associated with what we call general offense codes," the mayor said, listing examples such as tall weeds and property offenses. For zoning changes, the mayor explained, the committee would first recommend changes to the council, which would then refer them to the planning commission for a public hearing and notice; the planning commission would have 30 days to act and its recommendation would return to council, where five votes would be needed to adopt a zoning change.

The mayor also described an annual codification process: the village compiles state and other code changes into a codified book and passes a single emergency ordinance to incorporate those changes immediately. He noted the last major review of zoning codes was in 2008 and said any substantial rezoning discussions would likely be better handled at a future council meeting.
