Council approves Memorial Health System zoning reclassification for 40.78-acre site

The Springfield City Council unanimously approved Docket 2026-022, a petition by Memorial Health System to reclassify roughly 40.78 acres north of Milby Lane from I1 (Light Industrial) to B1 (Highway Business/Service).

Springfield-Sangamon County Regional Planning staff presented the request and recommended approval even though the rezoning is not strictly in accord with the city's comprehensive plan; staff noted nearby parcels to the south are already zoned B1 and framed the requested classification as an acceptable alternative. The council added a condition that the reclassification would revert to its prior classification if the petitioner did not complete purchase of the subject real estate within one year of approval.

Mayor Buscher moved to approve the Planning and Zoning Commission's recommendation, the motion was seconded and the council approved the ordinance on final passage; the tally recorded nine yes votes and no opposition. The approval includes the staff condition that the petitioner must complete the purchase within one year or notify the zoning administrator in writing, at which time the classification would revert.

The council described the decision as a zoning-based judgment about future development potential and directed staff to manage the transaction's one-year condition administratively. No amendments to the staff recommendation were recorded during the council discussion.
