Board members questioned why elementary schools were excluded from the initial arrangement and asked for supporting documentation showing how the $10 monthly facilities fee was determined. One board member said the fee could create a perception that the district was privileging a single provider: "Why are we not charging even the minimum? You're providing them with the clients and why are we doing that?" a public commenter asked. District staff and the solicitor described the prior RFP process, said the provider selection followed district protocols and explained that the $10 monthly facility usage figure was intended as a nominal fee; administrators emphasized parental consent requirements and regular review of the service's effectiveness.
Board members pushed for options to expand provider choice and discussed whether the district could run an RFP again for K–5 services or open processes to additional providers. After debate the board approved the Campbell agreements and passed an amendment requesting that the administration develop a specific in‑school mental‑health parental consent and rescission form to return to the board for review. "If you vote in the affirmative, then you're saying yes, I want the form to be developed," the Chair said as the amendment passed.
What’s next: administration will return with the drafted parental consent/rescind form and supporting documentation for the facility fee calculation; the district indicated it will continue to evaluate provider availability through RFPs if the board desires to expand services to younger grades.
