Court services warns commissioners state funding cuts and returned unspent funds could reduce programs

Jefferson County Court Services told the commissioners Aug. 5 that unfilled positions, earlier operating and training cuts, and an unexpected reduction in state funding threaten local supervision programs that keep people out of prison.

The Court Services representative summarized the office’s mission—community supervision, evidence‑based programming, and reducing recidivism—and said funding has already been reduced: training was cut by $22,500 and operating costs by more than $150,000 in the past year. The speaker said the county previously held approximately $100,000 in unspent Office of Court Services funds that the state now expects returned and that the county is pursuing federal grant applications to offset cuts. “If we don’t have the services available, if we don’t have the opportunity to help people in the community, the only option for a judge is to send someone to the Department of Correction,” Jefferson Circuit Judge EJ Mode said during public comment.

The Court Services speaker said the office has not yet received formal allocation figures for 2027 from the state and hoped to have clarity in one to two weeks; staffing changes planned for the next budget cycle include making a field officer position part‑time and not refilling a retiring probation officer position. Commissioners acknowledged the funding pressures and said they would discuss county options and budget priorities at upcoming budget hearings.
