Jason told the board he was proposing a working document the district would maintain publicly to prioritize capital projects and identify funding sources over multiple horizons. "So to be clear, this is the concept of a plan. I want to be very clear on that," he said, adding the plan should be data-driven and not a "wish list."
Jason described quarterly reports and an annual off-site to update priorities and suggested a four-hour working session in January to produce an initial version for board review. He emphasized the plan should include sustainment of the new facility and explicit budgeting for maintenance rather than relying on emergency bond financing.
Board members asked how staff and community input would be gathered; Jason said the document would be developed with staff help and that the board would provide priorities. The board did not take a formal vote on the concept but agreed to schedule working sessions to build out the draft.
