Trustees moved, seconded and approved resolution 25.26.05, which the business manager said keeps the shift under the 10% threshold that would otherwise require a supplemental budget under Oregon law (ORS 294.450).
Board members framed the transfer as a targeted accounting move rather than a change to program intent: the money represents ORCA-related instructional expenses that exceeded initial estimates and is being reclassified from student-support funds to instruction so the district can legally make the additional payments without pausing district operations.
