Woodbury County adopts $39M five‑year secondary roads construction program

Secondary Roads Engineer Laura Severs told supervisors the department’s five‑year construction program is built to be fiscally constrained and focuses on critical bridge replacements and resurfacing. Severs said the program aims to replace 23 bridges and resurface about 49 miles of concrete or asphalt roadway, producing an overall construction workload she estimated at roughly $39 million. She said major funding sources include the county’s local budget, farm‑to‑market allocations and HBP (bridge) funding.

Severs walked the board through 2027 priorities — roughly four bridge replacements and nearly 13 miles of HMA resurfacing concentrated on the east side of the county — and discussed traffic impacts and scheduling in areas such as Climbing Hill and Bronson. She noted one bridge (G146) was burned in a fire and flagged the longer‑term question of 220th Street near Sergeant Bluff (whether to sealcoat, pave or return to gravel). The board accepted the revised program and budget and voted to receive it 5‑0.
