The council adopted ordinance 2726 on second reading, adding park‑specific rules and clarifying operation of electric‑assisted bicycles and classless electric vehicles in Montrose parks and multiuse trails. The ordinance sets a 15 mph speed limit on sidewalks, trails and pedestrian multiuse paths within the city’s 38 parks (with some exceptions), prohibits off‑trail riding in parks, and creates a rebuttable presumption and other enforcement mechanisms for measured speed violations.
Assistant City Attorney Matt Malaro described the ordinance’s three main components (park rules, e‑bike classes and enforcement mechanisms). Deputy Chief Cox said the police department will run an education period and outreach — including a month‑long warning period for minor violations and school outreach — before full enforcement. "We will also be doing a month‑long warning period for minor violations, mainly educating our community," Deputy Chief Cox said. Councilors and many speakers praised staff for drafting a safety‑focused ordinance; council adopted it on second reading.
