The Stanfield SD 61 board approved two routine resolutions: adoption of the IMED local service plan for 2026–27 and a resolution related to the Hermiston Enterprise Zone. Staff explained the IMED local service plan includes blue-sheet items the ESD offers and a menu of contract services; the district uses ESD-provided administrative services selectively and noted the ESD’s indirects help fund regional positions.
Regarding the enterprise zone, staff said the legislature allowed a school support fee set between 5% and 15% that flows through and is forwarded to the city so the state does not subtract that amount from school funding. The board confirmed the district set the school support fee at 15% as part of the posture for the greater Hermiston Enterprise Zone and that the zone is expected to shift to a city-specific Hermiston Enterprise Zone when the current designation expires.
