Finance staff told the committee that July financial activity was light but flagged an apparent variance driven by retiree health insurance payment timing after a change to the insurance plan year. The staff member said the reporting algorithm initially treated prior years' payment timing as the pattern and produced an apparent negative $111,000; updating the algorithm to reflect 12 even monthly payments removed the variance.
"That benefits number of negative 111,000 that is now gone because I updated the algorithm," the staff member explained, adding that the change is a reporting/timing issue rather than an operational shortfall. Staff said monthly monitoring allows early detection of such variances and that corrective coding will appear in the board materials on the regular board meeting agenda.
Committee members asked for clarity on object codes and timing; staff replied that some objects (e.g., state travel reimbursements and a rare vehicle purchase for buildings and grounds) appear high early in the year but will align with the preliminary budget and be adjusted before October's final approval.
