Board accepts matrix score for 400-head nonconstruction swine expansion

County planning staff presented a review of a nonconstruction expansion permit that increases an existing swine site's capacity by 400 head. Kent explained the change was a numeric increase (reported as moving from 4,400 to 4,800 in application paperwork), showed how the master matrix was scored and recommended the board accept the submitted score; the board moved, seconded and carried a motion to accept the score.

Kent summarized the manure-management and separation distances that drove the matrix evaluation: "We're doing a simple 400 head non construction expansion," he said, and later noted the expansion "would produce just under 1,600,000 gallons" per year (transcript audio was slightly garbled on the precise phrasing). He told supervisors the applicant's nutrient-management plan lists about 700 acres of fields in the plan and that 300–400 acres would likely be used annually under an every-other-year application schedule. Kent also told the board the proposal scored 460 points against a 440-point threshold required by the matrix.

Board members asked specifically about the homestead tax-exemption treatment for the nearest residence; staff read policy text and clarified the matrix treats the "closest resident" as the qualifying location for that credit even if the resident does not live on the confinement property. After that clarification a motion to accept the submitted matrix score was approved by voice vote. Staff said formal permit paperwork and the approval letter to the applicant (Steve) were expected in the coming weeks.
