Selectboard authorizes $13,826.56 increase to Lincoln Gap Road paving contract

The Town of Lincoln Selectboard voted July 14 to authorize a $13,826.56 increase to the D&F Paving contract for the Lincoln Gap Road final 1½-inch topcoat.

Tim McGowan, chair, moved "MOTION by Tim, 2nd by Ken to authorize the increase of $13,826.56 to the D&F Paving Contract for the Lincoln Gap Road." The motion passed with a recorded tally of 4/0/1 (one member absent for that vote). The board noted D&F will begin work in Lincoln on Monday, July 20.

Board discussion explained the increase stems from a significant rise in asphalt costs and is covered under an addendum in the June 2025 paving RFP that allows index-based price adjustments for projects extending beyond six months. The project is partially funded by a VTrans Class 2 paving grant; the board said it anticipates full reimbursement of the $200,000 grant amount because the town’s local match requirement (20%) is met by projected total costs exceeding $240,000.

Minutes record that the approved D&F reclamation and paving contract was $329,658.00 while the original estimated total project cost (labor, equipment, materials and a $47,443 contingency) was $521,987.00. With the asphalt-index adjustment the board expects the final project cost to be approximately $400,000. The record also notes the original D&F proposal included $6,000 in All-State mobilization charges that were not incurred and the town approved an additional $2,000 for rolling the reclaimed subbase; accounting for those items reduces the net increase over the original contract to about $9,826.56.

The board assigned Trish to follow up with D&F and secure contract signatures. No members of the public were present for the discussion.
