The board also authorized Superintendent signature on a four‑year contract with ESS Northeast, LLC of Cherry Hill, NJ to provide substitute staffing for the period July 1, 2025 through June 30, 2029 (rates enclosed in district records). The Child Nutrition Program participation with IU29 and Schuylkill County AVTS for 2025/26 was approved, and the board authorized participation in the Pennsylvania School‑Based ACCESS Program (SBAP) administered by DHS contractor Sivic Solutions Group with costs remitted at $0.29 per claim for direct service and $0.16 per claim for transportation.
All motions on these agreements were approved by voice or roll call votes as recorded in the minutes. The minutes do not include full contract exhibits; departments will execute signature pages and manage implementation per the agreed terms.
