City staff told the board the 2015 compliance plan required a re-evaluation of wet-weather treatment capacity by 2026 and possible sizing of an equalization (EQ) basin. "May or may not be needed," staff said, adding the study is a required comment-response to IDEM. The board approved a professional-services agreement with Loch Mueller Group for $86,600 to perform the 2026–27 master-plan update.
The study will assess treatment capacity under wet-weather conditions and recommend whether an EQ basin is required and its potential sizing. Staff said the work responds to long-standing agency comments and will inform future capital planning; the board approved the agreement by voice vote.
