Council rejects proposal to alter district election runoff procedures

Council considered Ordinance 10E, which would amend charter language to reflect district-only voting and to change which primary finishers move to the regular election. The ordinance drew public comment but failed on a council vote.

Eddie Debusk spoke in favor of clearer ballot materials, repeating his earlier request that the legal text be simplified for voters. Council debate focused on procedural tradeoffs: some members said the change clarifies the process and conforms to recent state law changes, while others warned it could result in council members elected with less than a majority and compress the time available for vetting and candidate outreach.

Council Member Parker said she could not support the proposal because it would disadvantage grassroots candidates who need more time to raise funds and meet voters. Council Member Honeyut and others noted Tennessee law prescribes some procedures and cautioned against deviating from statewide practice absent a recurring problem; the motion ultimately failed on a voice vote.

The council did not adopt the charter text and no referral to the ballot will occur for this ordinance.
