Applicant says he performed unpermitted grading, sought to bring site into compliance

Luke Wilson acknowledged he began excavating the back area of his parking lot without a permit and said he later applied for a grading permit to bring the property into compliance after receiving a stop-work order. He said Rosenberg Engineering prepared a grading plan and a letter confirming the safety of the excavation and rock wall at the time of construction, and he said engineers measured slopes he described as 10'20 percent rather than the 30 percent shown on an older topographic model.

Wilson said he learned the expansion triggered new requirements for parking lots when Nile Connelly informed him by email, and that he stopped work when asked. He told commissioners he had followed staff direction and supplied the materials now before the commission and offered to lead a site visit to show the scope of excavation and the extent of changes.
