The Kutztown Area School District board voted to approve a notice to proceed with the GESA contractor for pre-construction activities tied to a guaranteed energy-savings agreement at the consent elementary school.
Administration characterized the vote as necessary to begin pre-construction work and equipment procurement so the district can meet project deadlines tied to bond funding. Trustees were told the final project scope, timing and additional details would be presented to the board for approval on or after Sept. 21, 2026.
A board member noted the systems are at or near end of life and said the district faces a funding timeline: "we have to spend the majority of that funding that proceeds by November of 2027," a point used to justify moving ahead now. The motion to authorize pre-construction carried on a roll-call vote.
