Work group members question 60-day deadline for recommendations and ask whether clock started at first meeting

Several members raised procedural concerns about a 60-day deadline set in the council resolution that requires the work group to deliver recommendations quickly. Mr. Smith questioned whether the 60-day clock began at the group's first April meeting or a later meeting and said the compressed timeline has made balanced engagement difficult.

"If I recall correctly, the initiating council resolution, it gives us 60 days from the date of our 1st meeting to deliver these comprehensive...recommendations to the clerk of the council," Smith said, adding that the fast timeline leaves little room for broader civic and environmental engagement. Staff responded that the 60 days is measured from the first meeting and indicated the group's final voting and recommendations are scheduled around June 24; members discussed the council's ability to amend the resolution to extend the deadline.
