Supervisors accept Washburn sewer pump-panel project; approve $11,929 change order

The Blackhawk County Board of Supervisors approved a change order of $11,929 and accepted the statement of completion for the Washburn sewer system pump-panel replacement performed by Urban Services LLC.

Ben Delgardell of Urban Services told the board the field work found five additional panels that were not included in the original contract quantities, raising the total installed to 150 panels. "We ended up with 150 panels changed," Delgardell said, adding that some warranty parts required extra pump changes during the work. Finance staff and the contractor described work to replace rotten posts and deteriorated lids and to bring electrical panels into current code compliance.

County staff said the project had been financed through ARPA funds and an earlier engineering review and DNR recommendations guided the work. Finance Director Michelle Weedner summarized the contract accounting and confirmed the change order would not alter the total original cost allocation beyond the agreed addition. Supervisors voted to approve both the change order and a statement of completion by voice vote; the board recorded unanimous approval during the roll call on the resolution.

Staff said the upgrades will improve safety and allow more operational data collection from the new panels, while noting some future costs remain—particularly eventual lagoon dredging that may be required in coming years.
