Ulster County adopts lethality assessment program to guide domestic-violence response

The Ulster County Legislature unanimously adopted Resolution 347 on Aug. 18, 2026, establishing a countywide policy to develop standards for training and implementing a lethality assessment program (LAP) as part of the county—s domestic-violence response. The measure passed by voice vote and was recorded as adopted 21 to 0.

Legislator Marino, who introduced the resolution and said much of their professional background is in crisis intervention and prevention, described the tool to colleagues. "LAP is an evidence-based tool that helps law enforcement identify victims of domestic violence who may be at the highest risk of serious injury or homicide," Marino said, adding that the program is intended to connect those individuals with advocacy and potentially life-saving services.

Supporters said implementation will require collaboration among law enforcement, county departments, domestic-violence providers, advocates and community partners. Marino told colleagues the resolution is focused on prevention: identifying warning signs earlier so people can be connected to services before a crisis escalates.

No formal opposition was recorded during the discussion. Legislator Stewart and others voiced support and asked to be added as co-sponsors. The resolution advances a policy framework; next steps for training timelines, departmental responsibilities and any vendor or curriculum contracting were not specified during the session.
