Goddard updates plans for water, sewer and smart-meter projects

City staff briefed the council on planned water and wastewater capital work, including a wastewater-treatment plant strategic capital-improvement review, partner sewer-main upgrades tied to the five-and-five street program, and an estimated $1.2 million smart-meter installation project planned for 2028. Staff said key distribution infrastructure in older neighborhoods is nearing end of life and that coordinated upgrades will help avoid repeated pavement restorations.

Public-works staff also described an area-well expansion and associated transmission improvements; staff said the project estimate increased as engineering work refined the scope and that any new well construction would include a generator for resiliency. Jason, speaking about the wastewater planning task, summarized its purpose: "the strategic capital improvement program for the wastewater training plant would be something along the lines of looking at what our current facility is and gauging what needs to be done in the future." Council and staff noted the projects would be phased with financing discussions linked to other CIP priorities.
