County administrator warns of structural deficit, urges keeping cuts and limiting one-time fixes

Denise, the county administrator, told the Board of Supervisors on June 10 that "We have a significant deficit," and urged the board to retain the reductions recommended in the proposed budget while identifying any additional cuts that can be made.

"This is not a sustainable strategy," she said of using one-time funds to cover ongoing expenses, adding the approach "helps us bridge the gap today, but it does not solve the underlying structural imbalance." Denise said the county can cover current operations for roughly two more years before deeper, more disruptive cuts would be required.

In presenting the overview, Denise emphasized the office's approach: prioritize what the county is legally required to provide and minimize harm where possible. She told the board that part of the repayment plan for a recently approved animal services facility relies on funding that will free up only after prior debt is paid; if ongoing operational costs are not reduced, that future funding would instead be needed to cover day-to-day services.

Board members pressed staff for detail on which positions and programs might be restored if alternate savings materialize; staff flagged several potential midyear adjustments and noted that restoring some positions (for example, certain sheriff overtime and a key assessor appraiser position) could be considered if recruitment savings materialize.

The board directed staff to return in the scheduled follow-up with updated spreadsheets and a reconciled set of allocations before formal adoption of changes at a later meeting.
