CDA committee approves revised RFQ to advance $9.8M green infrastructure program

The CDA Professional Service Committee voted unanimously to issue a revised Request for Qualifications for green infrastructure design and construction management services tied to the city's CDBG-DR program.

Committee members heard an overview from CDA staff explaining that the city's CDBG-DR allocation totals $25.834 million and that $9.8 million is budgeted specifically for green infrastructure within the infrastructure program. "The city received 25.834 million in long-term recovery efforts," a CDA presenter said when summarizing the grant timeline and HUD approvals. Staff said the RFQ was being reissued with updated scoring criteria to ensure full compliance with HUD guidance before selecting a management professional to implement projects on identified city-owned LRA parcels.

The presentation included a timeline of the disaster declaration (July 2022), selection and contracting of technical assistance in 2023, HUD approval in July 2025, and a period of performance that runs through Sept. 8, 2030. Committee members asked for clarifications about program scope and equity; staff noted that many targeted block groups exceed 51% low-to-moderate-income residents. After brief discussion, Christine moved and Ryan Coleman seconded the motion to issue the revised RFQ; Jackie called the roll and the motion passed unanimously.

The committee directed staff to incorporate the scoring changes recommended by the technical assistance consultant and return with selection materials at a future meeting. The committee set a follow-up meeting for the week of Oct. 5 to review next steps and selection timelines.
