Board approves Campbell Psychological Services MOU with new parental-consent form requirement

The board considered administration’s recommended memorandum of understanding and license with Campbell Psychological Services to provide school-based outpatient mental-health services for the 2026–27 school year. Multiple board members and public attendees raised concerns that allowing a single provider to occupy space in district buildings could appear to favor that vendor and could limit parental choice. Board members repeatedly asked for documentation supporting the $10 monthly facilities-usage fee and for clarity about which grades would be served.
Administration described the district’s prior RFP process and said the local marketplace has limited providers able to deliver in-school services. Campbell’s representative, present at the meeting, confirmed Campbell can accept Medicaid and that parental notification and consent are prerequisites for services. "Parents have the complete option based on the convenience. And if they don't want to utilize the convenience here, they can take their child somewhere else," the administration said in response to concerns about choice.
After discussion the board approved an amendment directing the administration to develop a specific parental consent form that informs parents how to give and rescind consent and to return the form to the board. Following approval of the amendment, the board approved the Campbell MOU and license agreement; the chair noted one 'no' vote. The board also discussed pursuing additional providers via a future RFP or clarifying a process for outside therapists to work on campus subject to district vetting and safety checks.
