BEAD and state grant layers push Franklin County build timelines beyond a single project

Broadband presenters at the Aug. 18 meeting showed county maps explaining how multiple grant years and programs overlap in Franklin County and how that affects build sequencing.

Rodney told the authority the BEAD‑eligible addresses (purple dots on his map) total roughly 1,75xx addresses in Franklin County and that BEAD work will add roughly 535 miles of extensions off the county’s existing fiber footprint; he said that BEAD construction is a 36‑month program and estimated the BEAD completion horizon for the county — if construction begins early in the year — could be roughly January 2030 for the BEAD elements.

Chandler Vaughn and Rodney both described how BEAD awardees include fixed ISPs and satellite providers: “Zaitel of course is the predominant awardee in Franklin County,” Chandler said, and he noted Starlink and Amazon LEO won awards for rural infill addresses. He added that about 50 BEAD addresses formerly awarded to River Street will be rebid because the county terminated those agreements.

What residents asked: Officials were pressed about how existing subscribers and addresses that already have service would be handled when new BEAD awards overlap. Chandler said federal service‑provision requirements will determine eligibility and that the state is working through how to manage locations that already have terminals or home equipment.

Takeaway: The county will need phased construction planning, careful permit coordination and a public‑facing schedule because differing programs and awardees will deliver service at different times and with different technologies.
