Office of General Counsel reports March caseload and activity

Deputy General Counsel Keith Waddington presented the Office of General Counsel's March 2026 departmental report and the board voted to accept it. Waddington reported activity across the three divisions responsible for decided cases, including Adjudication Division hearings and reserved decisions, Administrative Review applications and inventories, and Legal Affairs full-board review applications.

Waddington gave numerical detail for March: the Adjudication Division held 18,186 hearings, resolved 11,788 cases at hearing, and issued 347 reserved decisions; it held 1,609 pre-hearing conferences and finalized 1,953 Section 32 waiver agreements (1,273 finalized at hearing; 680 by desk review). The Administrative Review Division received 9,035 applications for administrative review and processed 1,074 applications, with an end-of-month inventory of 7,589 cases. The Legal Affairs Division received 84 applications for full-board review and had an end-of-month inventory of 218 cases. After the presentation a motion to accept the report was made by Board member Katznelson, seconded by Board member Montano, and approved by the Board.
