Council urges volunteers as Planning & Zoning quorum issues delay development approvals

Council members spent a sizeable portion of the work session discussing board appointments and a persistent quorum problem at the Planning & Zoning Commission (P&Z) and Board of Adjustment (BOA). Staff reported four months of quorum shortfalls that have put about three development items on hold; if P&Z does not act within statutory time frames some applications may be automatically approved.

Council members described past appointment practices — individual executive-session interviews, occasional special meetings, and sometimes appointments by reference when immediate fills were needed. "If we know somebody and we've known them for a while, you just kind of speak up for them," one councilmember said of past practice, while others pushed for a consistent interview process and formal training.

Councilmembers urged residents to apply for advisory boards and discussed giving the parks board a working role and modest annual budget for small projects like playground repairs to keep the group engaged; several members suggested training programs and university partnerships to help boards be effective. To restore P&Z functionality, council signaled intent to make at least one emergency appointment before the next hearing cycle.
