Council adopts leash ordinance after public debate over e-collars and enforcement

The council adopted Ordinance 026-09 amending city code section 611 to address animals at large and requiring a leash no longer than six feet, with discussion focused on whether to preserve an electronic-collar option and on enforcement resources.

Staff introduced the ordinance and noted an alternate that would clarify that a property owner’s permission allows a visitor’s dog to be off-leash on private property. Councilmember Ken (as referenced in discussion) proposed adding language to permit an electronic collar or other electronic device to provide an option similar to the prior ordinance's remote pet collar. Opponents and several members of the public argued for a strict leash-only approach, citing safety for toddlers and seniors and concerns that e-collars may be unreliable or subject to misuse. Public commenters included Jerry Stravia advocating for a leash-only approach and Shelby Canigator of Project K9 Academy who supported e-collar options and suggested an off-leash trail as a compromise.

After public comment and council discussion about enforcement capacity (the city has one code enforcement officer whose duties include animal control), council members voted and the motion to adopt the ordinance as presented carried on roll call. Staff and several council members stressed the need to revisit any further substantive changes, such as reintroducing an e-collar option, at a later date with public notice and additional review.
