Board hears introduction of 72‑unit Madison Street development amid resident concerns on scale and transparency

The Village Board took up the introductory filing for a planned development at 7620 W. Madison on Jan. 26, 2026, presented by 531 Partners LLC. The concept proposed by Victor Yakubovitch calls for a five‑story building with 72 rental units, roughly 3,200 square feet of ground‑floor retail and 87 parking spaces (54 internal), plus rooftop amenity space. Victor said the firm will deliver a full plan‑development application with independent traffic, environmental, sewer/water and economic analyses for review.

Multiple residents who live adjacent to the site urged more information and review. "I was shocked to discover that they're planning 72 units on this footprint," said resident Corey Gimbel, while Angie Grover said the change in scale is not neutral and pressed for an independent, holistic traffic study and alley‑management plans to address safety for children and deliveries. Susan Altier asked for clearer disclosure about 531 Partners' ownership and the Ryan LLC economic analysis, raising questions about relationships between listed business agents and principals. Village staff emphasized that the introduction was the first formal step, that no board action was taken, and that the project will be subject to multiple public hearings once the application is complete.
