Committee explores allowing remote public comment; IT outlines technical approach and risks

A committee member asked the board to revisit remote public comment after an ACLU review identified a small number of Rhode Island jurisdictions that now permit remote participation. The request focused on offering remote participation only for the public‑comment portion of meetings.

Chazenko, the district’s IT supervisor, explained the technical options and tradeoffs: remote public comment is feasible using the district’s existing livestream or a Google Meet, but it requires clear sign‑up rules, time limits and a moderation workflow. "It's more of a logistical piece about how you want to go about a signup order," Chazenko said. He recommended the chair or vice‑chair manage unmuting and speaker order rather than adding extra operational staff to the process.

Committee members raised risk concerns. The district’s legal adviser noted there is no clear legal prohibition but cautioned about complaints when advertised virtual access fails; members asked the district attorney to research prior complaints and how nearby districts handled that risk. The committee agreed to continue the conversation and to place the item on a future agenda once the DA's office provides precedent and complaint guidance.

Why it matters: Allowing virtual comment can broaden access for community members (parents, working caregivers), but the committee must balance access against potential streaming failures and legal risk outlined in prior open‑meetings complaints.
