County adopts emergency purchasing ordinance and updates purchasing policy to align with state thresholds

County counsel presented revisions that reorganized exempt contract sections and updated purchasing thresholds to state standards, telling the Board the ordinance contained no substantive changes beyond reorganization and clarified exemptions.

"No substantive revisions have been made to the purchasing ordinance," county counsel said during the staff report. The commissioners moved to adopt an emergency ordinance amending Chapter 3.04 of the Jefferson County Code regarding public contracting regulations; counsel noted the ordinance would take effect immediately on July 1.

After the ordinance vote, staff said printed copies of the companion purchasing policy were needed for review and asked for time to circulate the resolution text. The Board later considered and approved a revised purchasing policy (resolution) that adds clearer definitions of contracts, sets delegation thresholds for department directors, and requires county council review of contracts that may create liability. County counsel said department directors may execute contracts under $10,000 if consistent with budget and following legal review, and the policy clarifies unauthorized purchases could create personal liability under statute.

The action is intended to streamline procurement while preserving council review on higher‑risk agreements and maintaining the Board’s statutory contracting authority.
