Resident granted temporary permit to keep show pigs for youth programs

Dana Horton received the Plan Commission's recommendation to keep pigs on her 0.67-acre lot for use as showstock, a measure commissioners described as a time-limited way to support youth agricultural activities.

Horton told the commission the dispute that led to a complaint was domestic in nature and not a neighborhood nuisance. "This is really more of a civil matter," Horton said, and described a cleaned shelter at the back of the property where the animals are housed. The application says the animals would be removed from the property by Oct. 31, 2025, and that additional animals might be kept in subsequent years if the trial period proves successful.

Staff recommended approval contingent on removal by Oct. 31, 2025, and the commission debated whether to attach an expiration or allow an extension if no code enforcement issues arise. Commissioners emphasized supporting responsibility and youth programs while protecting neighborhood character; ultimately the commission approved the conditional-use permit by voice vote and asked that any future complaints be handled through standard enforcement channels.

The commission's action is a recommendation; final approval will be decided at the full commissioners' meeting, per the commission's standard process. The applicant provided letters of neighborhood support and said the animals are shown through nearby FFA programs and will be sold and removed after shows.
