Nonprofit operator and owners' groups warn moratorium would have costs, urge alternative steps

Representatives for park owners and operators urged the board to reject an immediate moratorium and pursue more collaborative problem solving and data collection.

Tracy Bat, chief operating officer of Keratas Corporation — which the speaker described as a nonprofit operator of Sterling Shores Estates — said the organization has aimed to stabilize rents and that pass‑throughs were used to offset higher insurance and utility costs. "Over the last six years ... the average allowable rent increase ... was 3.3%," Bat told the board, adding that sharp reductions to allowable increases could force service cuts if operating costs are not recovered.

Owner‑representative groups and individual owners argued that moratoria are meant for declared emergencies and that existing laws (including the mobile‑home residency framework) provide remedies for unfair actions. They also criticized the ad hoc committee for not having done what they called sufficient fact‑finding with owners. The board declined to adopt the urgency ordinance today; supervisors asked staff to continue town halls and to refine the RSO and enforcement framework.
