Board authorizes bidding for campus painting after TIF offers $50,000 toward exterior project

The board authorized administrators to open public bidding for a campus exterior painting project expected to exceed $80,000, after district staff described how local tax increment financing (TIF) districts have diverted a growing share of property-tax revenue away from the district.
The presentation said the local Whitehall TIF is diverting about $141,600 this year and the Sunlight Industrial TIF about $152,000, and that the district requested $50,000 from the TIF to offset painting costs. "Now the amount going to the TIF fund ... is 141,600 this year," the presenter said while explaining how TIF freezes taxable valuation at inception and diverts the increment to the TIF fund.
Administrators outlined that the work would include painting fascia, trim and other exterior surfaces and possibly replacing damaged stucco-like façade pieces with harder materials in bird-damaged areas. They stressed opening bids does not obligate the district to accept any bid; if bids exceed available funds the district will decline to proceed. The TIF contribution would be paired with building-reserve funds and any recaptured funds, and staff will return with bid results and a recommendation in April.
The board voted to authorize the bid process and to evaluate returned bids before any contract award.
