Council approves Reflection Ridge Division 2 final plat with conditions

Council approved the final plat for Reflection Ridge at Harvest Springs Division 2 on Aug. 19, 2026, allowing an 8.95-acre subdivision to connect to city water and sewer and to construct an on-site stormwater pond.

Sean Harris, Development Services Manager, told the council staff "reviewed the final plat for Reflection Ridge at Harvest Springs Division 2" and found it "meets the standards of Title 16, 17 and 18 and substantially conforms with the preliminary plat approved by council on May 6th, 2026." He recommended approval with several conditions, including that construction plans be approved by Development Services, that a secondary irrigation system be designed and constructed with the division, that an irrigation pump station be deferred until the next division, completion of any required floodplain development permit in accordance with NFIP regulations, and provision of pump station design and guarantee from the Division One development agreement prior to acceptance of Division 2 construction.

A council member highlighted a constraint in the materials: "we don't have any water rights for this parcel currently," noting that the irrigation system condition would require future connections but could not be completed immediately without water rights. Staff clarified the approach was to install dry lines to allow future connections and that the amended condition would require acceptance of construction rather than withholding plan approval while the developer obtains additional utility design input.

A motion to approve the final plat "with the amended conditions as discussed" carried on a roll-call vote recorded as Council member Hernandez: yes; Council member Evans: yes; Council member Ree: yes. The council instructed staff that if staff and developer cannot reach consensus on construction requirements through the development agreement, staff will return disputed items to council for final decision.
