Appraiser Robert Kar outlines Webb's 2026 reassessment plan

Robert Kar, an appraiser with KW Appraisal Group, opened a public presentation on the Town of Webb’s 2026 reassessment project, saying the goal is to "establish uniform, fair, and equitable assessments on all real property in the town." He told attendees the project aims to bring assessed values closer to market value so similar properties pay similar taxes.

Kar emphasized the difference between valuation and taxation: "A reassessment does not raise tax levies," he said, adding that reassessment redistributes the tax burden by adjusting assessed values to reflect market conditions. He described the team's approach to selecting comparable sales, excluding outliers, and time-adjusting older sales when necessary to reflect the current market.

The presenter described neighborhood- and property-type factors that drive valuation, such as school districts, house styles, waterfront location and demand. He said the appraisers use comparable sales in similar neighborhoods and make adjustments for physical characteristics and condition to estimate market value. Kar also noted that a property's assessed value should be a "reasonable representation of what you'd be able to sell your house for," and that the team will review and consider owner-supplied information during informal meetings.
