Council approves moving two capital projects into next fiscal year in third-reading carryover

Councilman Bidder explained staff and the CPA auditor recommended amending the third-reading budget ordinance to carry forward capital appropriations that will not be spent this fiscal year. He said the intent is to avoid an apparent overspend in the current budget by shifting $150,000 of road improvements and $352,000 for the Crater/Prager Canyon delivery line into the next fiscal year.

A motion to accept the third-reading version with a carryover-adjusted column was moved and seconded. The council discussed whether it was appropriate to make that motion during a workshop (staff noted other towns follow the practice and that the amended column will merely reflect timing, not a change in appropriation).
